Wheel wells were marked with a compass and cut out with a dremel tool working from the center out. I cut the outside circle perimeter with my exacto knife just enough to cut the balsa. It left a much nicer cut than what i could do with the roto zip bit. When i got close to the end I popped the balsa loose from the foam and used the Dremel to clean out the remaining foam. It worked out really well.
